Notwithstanding anything written in section 5, the board may refuse to grant a permit if it does not seem appropriate from the point of view of the country's economy, development of industrial business, possibility of commodity trading and the protection of investors' interests, and the grounds and reasons for such refusal shall be stated in writing as soon as possible. The information should be given to the applicant.
